Ufone has announced to Charge WhatsApp call as per standard data charges. If you have subscribed any 2G/3G Internet Bundle and make call from whatsapp will be charged as per rates of Rs.20/MB.
Other operators might follow this but this is against the neutrality of Internet. Till now ufone only cap whatsapp call and what about other apps are not cleared yet. But if they can do it with whatsapp they can aslo block Viber, Tango, Skype amd others to increase their revenue.
